Says Editor McAneny, secretary of the Na- tional Civil Service Reform League: "Ultimately Mr. Wur- ster will be compelled by the courts and by public opinion to obey the law and the constitution. Meanwhile he is strength- ening the growing conviction that he will not hesitate to use his high office to advance his political fortunes, and that in trusting to his promises of a business administration, a large 57 number of people who voted for him were sadly fooled. " Gentlemen, without well enforced civil service rules this sys- tem is the worst form of a political machine, and it seems thus far that civil service rules applied under such a system have generally failed to accomplish their purpose.
