Wheat — Which he says, is ♦^the chief staple of our trade," and which, he thinks, ought to be manufactured into flour before it ' is exported, on account of the employment it thereby gives to in- dustry, and the higher value of the article. To increase the culti- vation of wheat, he proposed that a bounty of* per bushel, be paid for all the wheat which shall be exported to the Continent of Europe. ** The bounty to be raised by a l«Dd tax, or a duty on rum, or as the Honourable Assembly may think fit" He adds a caution, however, " that it be not given to any New England vessels trading here; for we not being so well situated for trade, lying so far up a river, they will fetch in wheat, manu- facture it, and send it to the West Indies, continue the glut of that market, and under sell us, which will frustrate the good end hereby intended." 2.
