General Belliard, before his departure from Brussels, informed me that a proposal would be submitted to the Congress, sug- gesting that a Belgian and a Dutch commissioner should be sent to London to deal with the boundary question. He seemed to think this proposal would be entertained.
It might answer very well, if the commissioners had full powers, and if the arrangements they made did not require to be submitted to the Congress ; but if this is not the case, you will quite see, they could only be provisional arrangements, against which the Congress could protest.
