The reader of the paper sat in a chair close to my writing- table, with a plentiful supply of light. The President always occupied an arm-chair on the left, in which he was maliciously reputed to slumber during the reading of the paper, the Secretary sat in a lower chair on the right. The papers lasted not less than twenty minutes, but were often longer ; sometimes, but rarely, extending to an hour and a half.
