The cessation of these, and the substitution of inspection for examinations after 1897 paved the way for an alteration in the role of the inspector. That the inspector, on his part, should endeavour to defeat these manoeuvres was not only natural, it was his duty; and the relations between the two parties were artificially strained over this elaborate game of hide-and-seek. Good inspectors no doubt remained superior to these evil influences, but they could not altogether escape the effects of a bad system. But now they were free to approach the teacher in a more genial frame of mind and to exchange a critical attitude for one of encouragement and construction.
