The employer in the industries located in the larger urban localities, while at a disadvantage with the higher minimum wage based upon the greater local cost of living, has the advantage of better transportation and market facilities; whereas, the employer in the country, with a less minimum wage than where the cost of living is more, has the disadvantage of his less central location, poorer transportation facilities and less advantageous market.
