SEC. 52. Every owner, agent, manager or lessee of any coal mine in this State shall admit the inspector for the purpose of making examination and inspection, provided for by law. Any owner, agent, operator, manager or lessee who shall refuse to al- low such inspection to be made shall, upon conviction, be deemed guilty of a misdemeanor, and shall be fined in a sum not less than fifty dollars nor more than five hundred dollars, or by im- prisonment not less than one nor more than three months, o...r by both such fine and imprisonment.
5367. OFFICE AND INSTRUMENTS.
SEC. 53. The State shall provide for the use of the mine in- spector a suitable office with fuel and light, provided with ne- cessary furniture, fixtures, files and supplies for properly con- ducting his business as provided in this article; and shall fur- ther provide for the use of the inspector an anemometer, a bar- ometer, safety lamps and other appliances and instruments nec- essarily required in the work of mine inspector.
