Despite the prejudice that their administra- tion of affairs engendered in the public mind, they have greatly increased in number and have been clothed with additional powers. They are now generally composed of men who devote their entire time to the discharge of their duties; who are compensated for their -services and who have had some training along the line of the duties which they undertake.
The powers which they now exercise are so extensive that they =are referred to by some writers as the fourth department of the government.
