In 1984, the USFWS issued regulations permitting this limited sport season on the wolf. This move was opposed in court by 14 conservation groups. The Federal District Court ruled against transfer of wolf management to the state. The USFWS appealed and, in February 1985, the Eighth Circuit Court of Appeals in St. Louis ruled that the taking of "threatened" species may be permitted only when it is necessary to relieve "extraordinary population pressures within an ecosystem." The USFWS and Minnesota had to "prove" this situation in order to proceed; most biologists believe gathering such information is cost prohibitive and may be technically impossible.
