In the first place, our law of 1898 forbids societies whose capital is inferior to 40, 000 francs to insure against risks of death or permanent disablement. This limitation, it is true, no longer applies in the case of insurance against accidents whose compensation remains under the regulations of common law previous to 1898, and this is, we have seen, the case in the greatest number of agricultural accidents. But outside all 16 legal restriction, small mutual aid societies could not without im...prudence accept those too heavy burdens resulting' from death risks or risks of total disablement, None the less, the role of mutual aid societies in agricultural insurance against accident is destin- ed to become greatly enlarged. Most of the drafts of laws which propose the extension of the princi- ples of 1898 to agriculture admit compulsory in- surance. This is because their authors fear to see loo many small farmers not taking care to insure themselves. It remains for our societies to dem- onstrate the inutility of compulsion by setting to work at once to multiply mutual aid societies for insurance against accident, by showing them soon sufficiently numerous and prosperous to group to- gether a very considerable number of small far- mers.
