There was a great division be- tween these two classes of the Jewish popula- tion, yet they instinctively presented a united front, as opposed to the rest of the citizens of the Empire. Thus, when at the end of the seventies and the beginning of the eighties of the last cen- tury, the catastrophe broke out which had been fostered by the competition among all classes and grades in the Empire, and when the old governmental methods and laws were no more sufficient to stem this movement or to regulate it, then it appeared that the leading statesmen 25 were neither prepared for nor able to cope with the questions they had to, face.
