This last suggestion brings me to the point which I have been preparing to approach. There are other departments of labor for which strength is less required, but which demand proportion- ately greater skill ; and others still, such as the arts of engraving, and the division of mathematical instru- ments, in which skill alone is necessary, but skill of the highest order.
