We cannot count on the groups being larger than three, on an average, in industrial work, so that, if we allowed for the boys doing one-and-a-half hours a day of practical work, a school of 450 boys would need about thirty "group masters/' in other words, thirty capable industrial workers receiving good pay as such, clearly they would have to do work of economic value ; or the cost would be prohibitive.
