It shall be unlawful for any doctor or doctors to charge more than half fees where he practises on a patient and the patient dies.

12th. It shall be unlawful for any doctor or doctors when called in consultation to charge more than mileage.
13th. Whosoever sets himself up as a doctor or practises medi- cine as a physician or expert, shall serve the public under all cir- cumstances, except when engaged or sick.
