These objections will hardly be removed by the reciprocity of the concessions. Against these evils, our mutual conces sion of " Amicimma Gens " would afford us no protection.
The twenty-third article I therefore couple with the eighth as either useless or dangerous ; if it has not the tendency which I have ascribed to it, it can have none that is beneficial.
