At this point the continued rainstorm ...and confusion in the hall made it impossible for the speaker to be heard by more than a few in his immediate vicinity. Hon. Bourke Cockran said : MR. COCKRAN : Mr. Chairman, I ask that the proceedings be suspended for the present on account of the down-pouring storm, which renders it impossible for the speaker to be heard.
Without any formal action, proceedings were sus- pended until the violence of the storm had sufficiently abated to enable Mr. DeWitt to make himself heard.
The fifteen minutes having expired, the Chair said: THE CHAIR : If the Convention will come to order, and the parties in the gallery will keep quiet, we can proceed.
