"The class titles and class numbers assigned to positions by the commission shall be used in all records, reports, statements and communications, including the compensation schedule , annual budget and salary ordinance, payrolls and appropriation ordinances," Section lk3 of the Charter provides in part as follows: "Positions in any department or office of the city and county may be created, as provided by this charter, by appropriation ordinance of the board of supervisors.
