nada, kc. to the inhabitants of the province of Caraccas.
** An army, with artiHery and a sufficient quantity of ammunition, as well as muskets, are now at my command to liberate you. Tour tyrants shall be destroyed or ex- pelled, and you shall be restored to your rights, to your country, and to peace.
