The Administrator is now ap- pointed and ARI is beginning to develop a master plan in order to establish the guidelines for the proper use of the land and its maxi- mized value to Panama. To do that, ARI has advertised for public competition from the consulting firms to furnish proposals. Propos- als have been received, and ARI is now in the process of selecting a winner for the contract to determine the master plan. It is envi- sioned, however, that ARI may begin to implement portions of it during the process of its development.
