The existing qualifications for members of the sanitary authority are abolished, and every person, male or female, who is a parochial elector in the district, or has, during the twelve months pre- ceding the election, resided in the district, will be qualified to be elected a district councillor, unless otherwise disqualified. * The parochial electors are to be the electors of the district councillors.
