for the second reading, it must first, with leave of the House, be withdrawn.' It is irregular to go into the merits of a bill on a motion that the order for a second reading be postponed or discharged.^ A member who has moved the second reading of a bill can only speak again at the close of the debate if he wishes to make an explan- ation as to the course he proposes to take with respect to the measure.^ Neither is it regular to propose on the second reading, or other stage of a bill, any amendment by way of addition to the question, when it has been decided by the House that the bill shall be read a second time.^ On the motion for the second reading it is out of order to discuss the clauses seriatim.^ Nor is it regular, when a bill is before the House, to anticipate discussion by a motion on the samfe subject.^ VII.
