Art. 36* An action for the purpose of declaring invalid letters patent before the courts may be instituted in the name or on behalf of the District Attorney.
Whoever may work or have in opemtion the same in* dustry shall have the right to interpose an exception and take part in the proceedings of interference.

Art. 38. Art. 39. The determinations of nullity and lapse of let* ters patent shall be published in the official journal of the Federal Government and entered in the record of inscrip* tions of the Department of Public \Vorks.
