In this context I append my own translation of a well-informed article recently published in the Harbin Vyestnik, in which the causes partly or wholly responsible for the , invidious distinction against Vladivostok are summarized in a very convincing manner.
" Among the reasons contributing to the high freight rates on goods for export from Vladivostok (says this paper) it is customary to point to the decline of import into the town, partly in consequence of a natural reaction after the flooding of Vladivostok with foreign wares during 1906, and partly as the result of the introduction of Cuytoms operations.
