Socrates had urged upon '119 PLATO the Athenian democracy,... by familiar appeals to experience such as those preserved to us by Xenophon, the principle that no man is fit to^ administer in practice affairs which he does not, understand; he had called, in effect, for govern- ment by experts in statesmanship.

In other words, the highest intellect and the profoundest science are to find their proper employment jn the direction of public life.
