Louis Wolowski, who became, in 1830, a professor at the *' Conservatoire des Arts et Metiers. " He had seen in his own country the work of the Land Bank and was astonished not to see a similar institution in France ; he worked for many years (from 1835) to convince the French economists and financiers of the necessity of setting up a similar institution.
