...n the Slave-holding States, was set on foot to secure the annexation of Cuba to the United States. The motive for this movement is not difficult to divine. The honest President issued a proclamation, cautioning the people against violating the laws by engaging in such enterprises. Yet, in less than a year after its issue (1850), six hundred men — nearly all Americans — under Gen. Lopez, a Spaniard, eluding the subordinate United States officers, got to sea, and landed at Cardinas in the island of Cuba.
