The duty of the organization may be made to include the maintenance of parks, street planting, and other affairs of the community and to perpetuate the restrictions provided in the scheme of the subdivision. Under the control of the homes association vacant lots may be kept free from weeds and rubbish, ornamental lighting of streets may be provided and supervised, and a fire department and protection by police may be afforded. Taxes or assessments may be levied by the homes association, but the power of the association to levy these taxes must fall within the rate specified in the charter.
