Constitution, how amended. — This Constitution shall not be altered or amended except by a proposition therefor made in writing at a regular annual communication by one or more Repre- sentatives from three different Gr...and Bodies, which shall be entered on the journal and lie over until the next regular annual communi- cation. At the next regular annual communication, after being offered, siioh proposed alteration or amendment may be considered, and if agreed to by a vote of three-fourths of the members present, on a call of the yeas and nays, such proposed alteration or amendment shall become a part of this Constitution and shall become and be effective on and after the first day of January next succeeding its adoption.
