And Mr. Higgins was Chairman of the Finance Committee of the Senate for a longer period than any other man in the history of our State. His training, his experience, his mental and moral qualities and habits all conspired to qua...lify him for the position. His administrative ability is confi^rmed by the following letter to him from President Roosevelt: 38 frank Tlma^Ian^ Miggind Oyster Bay, N. Y., Sept. 18, 1904.
My dear Lieutenant-Governor: Can you come to see me on Wednesday .'^ You know without my needing to say, how pleased I am at your nomination. While I was Governor, and you were Chairman of the Finance Committee of the Senate, you and I were thrown very closely together and I have never had the good fortune to be thrown with any public servant of higher integrity, or of greater administrative ability.
