They threaten one another, and since the first duty of the State towards its members is to preserve intact th...e col- lective entity they make up, it must to that extent organize itself accordingly. It must be ready to defend itself, perhaps even to attack if it feels menaced. This whole form of organiza- tion presupposes a different kind of moral discipline from that implicit in the cult of the human being. It has an entirely different cast of direction. Its goal is a national collectivity and not the individual. It is a survival of the discipline of other days, since the former conditions of existence have not yet ceased to operate.
