opinion of the city council, such applicant shall not be a per- son of good moral character, it shall refuse to grant the application for such license.
Sec. 3. The number of saloons now in the city of Niles, shall remain at fourteen, being the number at present en- gaged in that business, but from time to time the number shall be reduced as the present saloon keepers shall retire and close out their business, having no successors, or purchasers of their stock and business, until the number remaining shall be five, or one for each thousand of population, or a fraction thereof, as shown by the last State or National census, or by special census appointed and taken by the said city of Niles.
