... in hundreds of cases both sexes use the same retiring rooms. In New York City in places where from twenty-five to 200 hands are at work, this was especially the case, and extreme diffi- culty was met in convincing employers that diflEerent arrangements must be made in order that the law be complied with." * The law was passed in 1887 which required that water closets be provided for female employees, " separate and apart from those used by males," etc.
The factory inspector construed this to mean that closets must not adjoin each other and made it his rule to re- quire a space of at least ten feet between them.
