Mr. VoGT. He is a very experienced field investigator, and very highly regarded. But our procedure is, that field investigators who make investigations then submit their recommendations to our staff in Washington, which has extremely high levels of expertise in analyzing the viability of recommendations and of the conditions which lead to accidents.
