Because he recoiled from the distribution of patronage, it was assumed that he did not know the game of the higher politics. It was, however, mainly because he knew so well the great mass of men who, performing real work, asked for little or nothing in return, while the self-seekers — often doing practically nothing— always pushed for a recognition ^^•hich he knew they did not deserve. Even before this, there was never the smallest doubt in the minds of the initiated as to the result of the Chicago Convention.
