Applications for right of way through land outside of national forests. Where permission to use a right of way over lands wholly outside of national forests is desired, the application must be prepared and filed in accordance with sections. 4 to 22, inclusive, appropriate changes being made in the prescribed forms so as to specify and relate to the act under which the application is made.
An affidavit by the applicant that he is a citizen of the United States must accompany the application. If ...the applicant is an asso- ciation of citizens, each member must make affidavit of citizenship, and a complete list of the members must be given in an affidavit by one of them. If he is not a native-born citizen he must file the usual proofs of naturalization. The applicant must also set forth in the affidavit the purposes for which the right of way is to be used, and must show that he in good faith intends to utilize the same for such purposes.
