In an unforeseen emergency, requiring a deviation from thLs rule, a full explanation must be appended to the voucher for the expenditure ; and if this be not satisfactory, the account will be charged in the Treasury against the recruiting officer.
7. In all vouchers, the different items, with dates, and cost of each, must be given.
