Goin presented to the 255 54 REMARKS ON THE HOME SQUADRON Secretary of the Navy, and it can now be seen at Washington, over Mr. Paulding s private desk. These vessels, manned ...solely by our own tars, might be used also for despatch vessels, and many other purposes.
Under these circumstances, therefore, we ask, can there be a more important subject brought before Congress? Decidedly not! It is a fact, that out of 38, 564 seamen shipped out of this port last year, not two thousand were Americans. Is not this fact disgraceful? In the New York rendezvous 940 seamen were shipped for the United States service; of these 162 only were Americans. Out of 800 seamen on board the Ohio, not 100 were native Americans!
