Sev- enteen (17) of the modifications extended the coverage to the following groups: teachers at 87 school districts, employees who are members of the Public Employees' Retirement System at 8 school dis- tricts, employees who only have social security at 24 school districts, 1 city, 2 towns, 2 public agencies, and the fee basis elective officials at Powell County.
