The electoral power on a firm basis giving it freedom to duly fulfill its mission. The organization of the electoral power, which will have the preferent attention of the next Constitutional congress, will con- tribute in a great part, to prevent the Legislative power from being a mere tool of the Executive power, for the representatives, being elected by the people without interference from the central power, will constitute Chambers which really act for the welfare of the nation and cease to be centers of oppression and disturb- ances actuated only by the desire of personal gain.
