If the decision be in favor of the accused, and judgment of acquittal is entered, the complaining witness or witnesses shall have the right to appeal within such ten days to the Association as aforesaid.
"The substance of the evidence taken at the trial shall be reduced to writing by the committee. The decision and judg- ment of the committee, with the evidence and findings, shall be .forwarded to the Secretary of the Association, who shall report the same to the Association at its next annual ...or adjourned meeting.
