SEC. 12. Such agreement, contract, alliance, undertaking, trade arrangement, combina- tion, or operating practice, the commission shall serve notice on such cor- poration, individual or association or collection of individuals, that such Agreement, contract, alliance, undertaking, trade arrangement, combination, or operating practice, or such proposed agreement, contract, alliance, under- taking, trade arrangement, combination, or operating practice is unlawful and that all or any acts or things being done or proposed to be done under or pursuant thereto, or in the carrying out thereof, shall cease and terminate, and -on failure within a reasonable time to cancel and annul such agreement, con- tract, alliance, undertaking, trade arrangement, combination, or operating practice, or to change, amend or correct the same in compliance with the order or mandate of the commission or of any commissioner or commissioners delegated to hear and determine the same, or to cease all acts and things toeing done thereunder and pursuant theret9> and in carrying out the same, except as ordered or directed by the commissioner, or by any commissioner or commissioners delegated to hear and determine the same, the com- mission shall certify its findings and orders, or the finding and orders of :&ny commissioner or commissioners delegated to hear -and determine the same, to the Attorney General of the United States, and such finding shall in any suit, prosecution, or proceeding brought and prosecuted on account of the matters involved or growing out of such findings, be prima facie proof of the facts involved therein.
