47 The whole agreement is made in express terms, subject to the rati- fication of the fegislatures of said states respectively.
The line from Bullock's Neck to Pawtucket Fails has been dwelt upon longer than was. Perhaps, necessary ; but it is to be considered that more than an ordinary degree of importance has been attached to this part of the line.
