This practice has to a large extent been corrected since questioned by the Commission on Economy and Efficiency, but it still exists to a limited extent. The expenditure from the appropriation for the enforcement of law of over $3,000 for biologists, reservations for birds, and certain other expenses is bad practice, even if not in a strict sense illegal.
