...loyed, I desire to state that this prison has fully tested the various methods of labor used in prisons, known as contract, piece-price, and State-account systems. It ceased to operate under the contract system by direction of a State law, enacted in 1883, but the financial results therefrom were nearly enough to pay the cost of support of the prisoners. The piece-price system has been used in the making of brooms; its financial results are about three-fifths of the earnings by contract. A further limitation has been made by a recent law removing all power machinery, except hand and foot power, in the manufacture of goods made for sale.
