TWENTY-EIGHT HOUR LAW.

REBATES AND UNLAWFUL DISCRIMINATIONS.
Forty-six prosecutions for illegal discriminations and rebates, under the Hepburn Act and Elkins Act, were instituted during the last fiscal year. These cases, together with prosecutions for violation of the safety appliance and hours of service acts, have been dealt with in conferences with attorneys for the In- terstate Commerce Commission, as such proceedings are usually initiated by that body, although under the control and super- vision of the Department of Justice.
