A few factious citizens raised objections to the pajnuent of the necessary rates, or taxes, which induced him to present to his fellow- townsmen a paper entitled " Considerations touching Rates, " embodying valuable princi- ples of government, and setting forth the duty of every citizen to share the common burdens.
