The objects of this Charity are : to provide gratuitous Medical and Surgical Aid to necessitous but ...non-pauper patients, and to the Lying-in poor, especially to those who reside within the limits of the Dispensary district as denned in Rule 13. The Charity consists of a President, "Vice-Presidents, Trustees, Treasurer, and other Governors, and of such officers and servants as may from time to time be deemed necessary.
Powers of the Governors.
RULE 1. The Governors shall direct and control all the affairs of the Charity, make and alter its Rules, elect the President, Vice- Presidents, Trustees, Treasurer, and Honorary Governors, appoint the Committee of Management and other standing Committees, and also such officers and servants as they may from time to time consider necessary for the full and efficient performance of the various functions of the institution.
