We certainly question whether HTSI has this "automatic" exemption and whether the employees who are actually performing rail service should be con- sidered not covered under Railroad Retirement, just because HTSI manages a par- ticular operation. This situation is of very great concern to all of Rail Labor due to the potential for serious damage to the Railroad Retirement Trust Fund.
