I hold that progress is not the result of fixed and designed laws ; that it is the result of en- vironment ; it is the result of the phj'sical conditions under which w^e exist; that where individuality is recognized, where there is an incentive for individuality, for individual progress, where that individual progress is in some manner compensated, where the incentive is greatest for progress ; there we find that progress is made.
