The question came directly before the Chief-Justice in the trial of the noted privateer's man, Isaac Williams, for enlisting on board a French vessel in alleg...ed violation of a clause in the treaty with Great Britain. The trial is sufficiently interesting to deserve a brief notice. * Williams was indicted and tried at the Circuit Court for the Connecticut District, at Hartford, in September, 1199. The crime alleged against him was, that, being a citizen of the United States, he had accepted a commission as lieutenant on a vessel belonging to the French Republic, then at war with England, contrary to the treaty of amity and commerce between Great Britain and the United States.
